Is that Vietnam visa fees duplicated?

I am holding an US passport and recently I applied for a 3 months multiple entry online visa through a visa agency in Vietnam. At first they charged a fee that called processing fee and then, at arrival airport I have to pay more 95 USD to the Vietnam Immigration Counter. Is that the fee for my Vietnam visa has been charged twice?

Any visitors applying for Vietnam visa, at the Vietnam Embassy or by online, they are obliged to pay for these 2 types of visa fee separately.
– Processing fee is the fee you will pay to the Vietnam Embassy in abroad to expedite your visa or to visa agency in Vietnam to arrange an authorised approval letter to get visa on arrival. This processing fee will vary on every embassy or visa agency.
– Stamping fee is the fee you will pay to the Vietnam Embassy or Vietnam Immigration Department at the airport to complete an obligation to the Vietnamese Government for your entry. This is considered a tax you will pay to get a permission to enter the country and it is regulated by the Vietnam Ministry of Finance. There’s no difference in the stamping fee for anyone from any where, just depend on the type of visa you expect. Normally, you will pay these 2 fees at the same time when you are applying for a visa at the Vietnam Embassy but you will pay it into 2 separated stages if you apply for visa on arrival, like your case.
